This demonstrates that the scientific approaches discovered by of Professor Zdzis{\l}aw Pawlak, especially the rough set approach as a tool for dealing with imperfect knowledge, are vivid and intensively explored by many researchers in many places throughout the world. The LNCS journal Transactions on Rough Sets is devoted to the entire spectrum of rough sets related issues, from logical and mathematical foundations, through all aspects of rough set theory and its applications, such as data mining, knowledge discovery, and intelligent information processing, to relations between rough sets and other approaches to uncertainty, vagueness, and incompleteness, such as fuzzy sets and theory of evidence. Volume XVI includes extensions of papers from the Rough Sets and Knowledge Technology Conference which was held in Banff, Canada, in October 2011. In addition this book contains a long paper based on a PhD thesis. The papers cover both theory and applications of rough, fuzzy and near sets. They offer a continuation of a number of research streams which have grown out of the seminal work by Zdzislaw Pawlak during the first decade of the 21st century.

This monograph is devoted to theoretical and experimental study of inhibitory decision and association rules. Inhibitory rules contain on the right-hand side a relation of the kind "attribut = value." The use of inhibitory rules instead of deterministic (standard) ones allows us to describe more completely infor- tion encoded in decision or information systems and to design classi?ers of high quality. The mostimportantfeatureofthis monographis thatit includesanadvanced mathematical analysis of problems on inhibitory rules. We consider algorithms for construction of inhibitory rules, bounds on minimal complexity of inhibitory rules, and algorithms for construction of the set of all minimal inhibitory rules. We also discuss results of experiments with standard and lazy classi?ers based on inhibitory rules. These results show that inhibitory decision and association rules can be used in data mining and knowledge discovery both for knowledge representation and for prediction. Inhibitory rules can be also used under the analysis and design of concurrent systems. 'Rough Computing' explores the application of rough set theory, which has attracted attention because of the ability to enhance databases by allowing for the management of uncertainty, a comparative analysis between rough sets, and other intelligent data analysis.

This LNAI 11499 constitutes the proceedings of the International Joint Conference on Rough Sets, IJCRS 2019, held in Debrecen, Hungary, in June 2019.The 41 full papers were carefully reviewed and selected from 71 submissions.
